    New London

    Yency Draz, 29, of 44 Reed St., No. 2, was charged Friday with possession of narcotics and possession of narcotics with intent to sell.

    Richard Flores, 24, of Payson, Ariz., was charged Friday with driving under the influence of alcohol or drugs and failure to carry insurance.

    David Kerns, 46, of 25 W. Coit St. was charged Thursday with second-degree failure to appear in court and first-degree failure to appear in court.

    Judith Babcock, 54, of 38 Plant St. was charged Thursday with driving under the influence of alcohol of drugs, failure to carry insurance and failure to maintain lane.

    Juan R. Cruz, 36, of 29 Tilley St. was charged Thursday with second-degree failure to appear in court.

    Norwich

    Marissa Chapman, 20, of 43 Round Hill Road, Groton, was charged Thursday with violation of a protective order.

    Baxter Whitaker, 50, of 150 Broadway was charged Thursday with breach of peace, assault on emergency personnel and failure to submit to fingerprints.

    James Handy, 19, of 912 Norwich Ave. was charged Thursday with violation of protective order, disorderly conduct and second-degree threatening.

    Francisco Ramirez-Cruz, 66, of 370 Hamilton Ave. was charged Thursday with driving under the influence of alcohol or drugs.

    Richard Gentry, 52, of 18 Harriet St. was charged Thursday with driving under the influence of alcohol or drugs and traveling too closely.

    Keith Plante, 24, of Lisbon was charged Wednesday at Mohegan Sun with second-degree criminal mischief.

    Reynold Gagnon, 52, of Clinton was charged Thursday in New London with first-degree failure to appear in court.

    James Scott Bemis, 46, of 136 Dennison Hill Road, North Stonington, was charged Thursday in North Stonington with disorderly conduct and third-degree assault.

    Stonington

    Randy French, 35, of Stafford Springs was charged Thursday with third-degree assault.

    Michael S. Douton, 38, of 1588 Route 163, No. 5, Oakdale, was charged Thursday with third-degree larceny and third-degree criminal mischief.

    Steven Michael Burgess, 24, of 57 Westridge Road, Apt. C4, New London, was charged Wednesday with failure to display reflective number plates, failure to register a vehicle eligible for commercial registration, failure to have the minimum required insurance, driving with a refused or suspended license or registration and two counts of second-degree failure to appear in court.

    Jennifer L. Maccione, 41, of 32 William St., No. 2, Pawcatuck, was charged Wednesday with failure to drive right and driving under the influence of alcohol or drugs.

    Michael Beck, 26, of 105 Brookside Lane, No. 5, Pawcatuck, was charged Feb. 14 with possession of less than half an ounce of marijuana, driving with a refused or suspended license or registration, failure to return license or registration after it was suspended or canceled and failure to properly display licence plate.
