    Police: Ledyard man who used handgun to make threat turns self in

    Ledyard — Police on Tuesday arrested a local man they say threatened another man with a handgun last month.

    Frank I. Kelly, 22, of 959 Shewville Road was charged on two warrants with second-degree failure to appear in court and with first-degree threatening and driving with a suspended license.

    According to Lt. Ken Creutz, the latter two charges stem from an April 17 incident in which Kelly and two females drove to 972 Shewville Road. There, at least one of the females allegedly beat a parked car with a bat while Kelly exchanged words with a man at the home.

    Creutz said Kelly lifted his shirt and exposed a handgun in his waistband while he was telling the man not to mess with Kelly’s cousins.

    Police quickly learned Kelly had been at the home because the man who was threatened recognized Kelly, Creutz said.

    Kiona Carter, 19, of 45 Coachman Pike previously was charged with third-degree criminal mischief and second-degree breach of peace for her alleged role in vandalizing the car.

    Creutz said police were actively searching for Kelly, who recently was released from prison. He turned himself in to the department Tuesday.

    Kelly, released on a $30,000 bond, is scheduled to appear in New London Superior Court on May 12.
