The second snowstorm of the week has arrived and cancellations notices are still coming in.LOCAL SCHOOLS, COLLEGES AND UNIVERSITIES:Lyme-Old Lyme: closed Wednesday.Ledyard: closed Wednesday.Montville: closed Wednesday.Salem: closed Wednesday.Stonington: closed Wednesday.University of Connecticut: All classes for Wednesday have been canceled. All campuses will be closed. UConn's student dining facilities, residence halls, facilities operations, public safety, and all other essential services will continue uninterrupted. The university expects to return to normal operations on Thursday.Connecticut College: All classes are canceled Wednesday, and the college will be closed.Three Rivers Community College: All classes are canceled Wednesday, and the college will be closed.LOCAL GOVERNMENT:

Ledyard: Town Hall and the Ledyard Public Library are closed today. Garbage collection is delayed by one day for the rest of the week.New London: The Finance Committee and City Council meetings scheduled for this evening were canceled and rescheduled for Thursday. All garbage pick-up Wednesday is canceled in order to move staff from trash collection to plowing. Pick-up will be delayed one week.Norwich: City Offices will open at noon. Emergency Management Director Gene Arters said he has ordered the Emergency Operations Center to be opened at 9 a.m. Wednesday.

Lyme-Old Lyme: The Lyme-Old Lyme Board of Education meeting, originally scheduled for 6:30 p.m. tonight at the Lyme-Old Lyme High School media center, has been postponed until next Wednesday. It will take place at approximately 7:30 p.m., immediately following the 6:30 p.m. budget forum.Old Lyme: Town Hall will be closed today due to the weather. Trash and recycling collection by Shoreline Sanitation will begin at 9 a.m. today, except on unsanded private roads. The pick-up schedule may change if conditions worsen. The Economic Development Commission meeting scheduled for 8 a.m. Wednesday has been canceled.

Salem: Town hall, library and transfer station are closed Wednesday.

Stonington:Town Hall and the Human Services department are closed today. The Board of Finance meeting scheduled for today has been canceled. Trash collection is still scheduled, but could be delayed. Any trash not picked up today will be picked up on Thursday.

Waterford: Trash and recycling pick-up is canceled for Wednesday and has been rescheduled for Thursday.STATE GOVERNMENT:PARKING BANS:New London: Citywide winter parking regulations and a downtown parking ban will go into effect at 10 p.m. Tuesday. Residents outside of downtown should move their cars to the odd-numbered side of the street. New London police will be ticketing and towing in order to clear streets for plows. Downtown residents can park in the Water Street Garage for free.Ledyard: A parking ban is in place until noon Thursday.

The start of the legislative session, which was scheduled for Wednesday, has been postponed to Thursday. The joint session will begin at noon Thursday with Gov. Dannel P. Malloy's State of the State Address.

Meanwhile, a State Board of Education meeting planned for Wednesday has been rescheduled for 1:30 p.m. Thursday in Room 307 of the State Office Building, 165 Capitol Ave., Hartford.

Malloy has closed all state offices. He has ordered all first-shift and second-shift non-essential state employees to stay home in response to winter storm conditions across the state. State employees are encouraged to contact their supervisors for further guidance.

Norwich: A parking ban took effect at 8:30 a.m. The police department is reminding drivers that city regulations prohibit parking on the odd side of city streets during snowstorms and snow removal. In addition, cars may not be parked on either side of the following streets due to their narrowness:

Old Cemetery Lane; North Cliff Street; Shetucket Avenue; Terrace Avenue; Fourth Street from Prospect Street to Gilmour Street; Fifth Street, from Prospect Street to Page Street; Lake Street; Pond Street; Freeman Avenue; Boswell Avenue, from Lake Street to Arnold Street; Sunnyside Avenue (Laurel Hill section); Fairmont Street, from #16 to School Street; Carter Avenue; Fountain Street, from #16 to School Street; Summer Street; Center Street; and Quarry Street.

Violators may be fined $25 and the towing fee.

Property owners must also remove all snow, sleet and ice from their sidewalks within 12 hours of the storm or six hours after sunrise if the storm is overnight, according to city ordinance.

Montville: Parking ban in effect from 12 a.m. Wednesday to 12 a.m. Thursday.

Stonington: All vehicles must be removed from town roads by 8 a.m. Wednesday if the town gets more than 2 inches of snow.

In the borough, vehicles cannot be parked on Water Street. Vehicles can park on the odd side of Main and Elm streets.
