    Norwich police arrest man for possession of heroin, multiple weapons

    Norwich — Police seized 56 guns and 209 bags of heroin from an alleged heroin dealer following a motor vehicle stop Wednesday evening.James Blacker, 25, of 433 Scotland Road was the target of an ongoing investigation into heroin trafficking when he was pulled over and found in possession of 200 bags of heroin with a street value of more than $2,000, according to Norwich police Lt. Mark Rankowitz.Blacker's arrest led to a search and seizure warrant being executed at his home, where police confiscated 48 long guns, eight hand guns, seven undeclared high-capacity magazines, an additional nine bags of heroin and a scale. Police also seized Blacker's 2008 Chevrolet Impala.Blacker was charged with possession of heroin, possession of heroin with intent to sell and seven counts of possession of a high-capacity magazine.Held in lieu of a $100,000 bond, Blacker was scheduled to appear Thursday in Norwich Superior Court.Norwich police said members of the Statewide Narcotic Task Force aided the investigation.Anyone with information regarding any narcotic or criminal activity in the City of Norwich is encouraged to call the Norwich Police Department at (860) 886-5561, the anonymous tip line at (860) 886-5561 ext. 500 or to email crimetips@cityofnorwich.org.Staff Writer Tess Townsend contributed to this report.
