Stop work orders issued at Old Saybrook construction site

Old Saybrook — The Labor Department has issued stop-work orders to three construction contractors at a site at 230 Industrial Park Road, after finding they lacked the required state workers’ compensation coverage or unemployment coverage for their employees.

State inspectors found that Alvin Quality Masonry of Bristol and Industrial Technical Services of Westfield, Mass., which were working on the Big Y supermarket construction site, did not have the state-required coverage, according to Labor Commissioner Sharon M. Palmer in a news release.

In addition, the state cited G&F Group of Baldwin, Ga., which was doing carpentry work on the Kohl’s building under construction at the same site, both for failing to have the necessary coverage and for misclassifying its employees as independent contractors.

General contractors at the construction site are Schimenti Construction Co. of Ridgefield for the Kohl’s project and F William Brown of Norwich for the Big Y project.

Under a stop work order, a company can only resume work after providing proof that it has corrected all issues. Companies are fined for those days it has operated in violation. The fine is $300 per worker per day.

“This is just one more situation where employees are not being provided the proper workplace protections that are the right of every working person,” Palmer said in a statement. “In these cases, employers are taking unfair advantage of their employees and also cheating the state by not paying the proper taxes or providing unemployment insurance and workers’ compensation.”
