Joseph Lopez-Nieves, 39, of 48 Crystal Ave., Apt. 46, was charged Friday with second-degree unlawful restraint, third-degree assault, second-degree strangulation and disorderly conduct.
Deborah Arvidson, 68, of 21 Orchard Lane, Mystic, was charged Friday with breach of peace and third-degree criminal mischief.
