    New London man shot by police makes first court appearance

    The 42-year-old New London man shot multiple times by police during a confrontation in a New London hotel room last month is out of the hospital and facing new criminal charges.

    Christopher Nolan, shackled at the ankles with his arm in a sling, ambled into a New London courtroom on Tuesday to face charges unrelated to the Nov. 26 incident where he was shot by three New London police officers inside the Clarion Inn Hotel.

    The new charges, filed by police during Nolan’s court appearance, relate to a Nov. 17 incident on Anthony Road in New London where police said Nolan was discovered passed out inside a running vehicle and drove off when police started asking questions.

    Police said it was 1:40 a.m. on Nov. 17 when an officer responded to the area of 70 Anthony Road for a call about a suspicious car.

    An officer had opened the driver’s door of Nolan’s Honda Accord and warned Nolan “not to drive,” when it looked as if he was attempting to place the car in drive. Nolan suddenly took off at a high rate of speed “nearly colliding with the vehicle that was parked directly in front of him,” and forcing Sgt. Lucas DelGrosso to push himself away from the car to avoid being hit, the arrest warrant states.

    As a result, police have now charged Nolan with attempted assault on a police officer, reckless endangerment, interfering with an officer, reckless driving, and various motor vehicle violations.

    Nolan has yet to face any criminal charges related to the Nov. 26 incident in which police said he is suspected of firing a gun out the window of the Americas Best Value Inn on Bayonet Street in New London. Police, during their search, found Nolan in a room at the Clarion Inn Hotel at 269 N. Frontage Road.

    Police officers Joseph Nott, Annie Agnew and Seth Bolduc entered the room at the Clarion, ordered Nolan to put his hands up and said they saw a gun in Nolan’s hand. They opened fire. Nolan was hit. Others in the hotel room, including a child, were not injured.

    The Inspector General’s Office is investigating the officers’ use of force and released a preliminary report that included body camera footage of the incident.

    Police said they recovered a revolver on the windowsill where Nolan was standing.

    At the time of the shooting, Nolan was wanted on a warrant charging him with failure to appear in court. The original charges relate to a Feb. 2 incident at the Red Roof Inn in New London where police said Nolan was found passed out on the floor in the doorway of one of the hotel rooms.

    The police report from the Feb. 2 incident shows that while loading a dazed and confused Nolan onto a stretcher, officers discovered numerous plastic baggies in his pockets with tan and purple powdery substances that later tested positive for heroin/fentanyl, along with crack cocaine, police reports show.

    It was enough drugs for police to label Nolan, also known as Casar Morales, as a mid-level narcotics dealer. He faced drug possession and intent to sell charges in that case.

    Police said they also found a scale and other drug paraphernalia in Nolan’s hotel room.

    At the time of the apparent overdose at the Red Roof Inn, Nolan was wanted for a probation violation associated with his 2018 conviction for narcotics sales. After his release from a 54-month prison sentence, records show Nolan did not abide by rules of probation and had started using drugs again.

    Records show that Nolan is represented in some of his pending criminal cases by the New Haven-based law firm Pattis & Associates. A representative from the firm could not be reached to comment. Nolan is scheduled to appear in court again on Jan. 11. He remains held on a total of $200,000 in combined bonds.
