I cannot help but keep reflecting on the sight of people riding their bikes with their dogs tied to the bike and having to keep up with them. The dogs can never slow down even a bit or they will be dragged.

I recently witnessed a couple riding with their dog as such in Crescent Beach. The man had the dog tied to his bike and was riding at a very fast pace. It was a very small dog, a Labradoodle. It was having a hard time trying to keep up.

I do not understand how this is legal, but I have talked to animal control and apparently they can do nothing about it.

It is animal cruelty, and these people obviously have no concern for their dogs. It is like hooking a human up to an automobile and asking them to keep up. Maybe the owner should try it sometime.
