Landlord's hands are still tied

My rental home in Groton has not been paid rent for more than a year now. The eviction process began months ago, the hearing was held, the lawyer filed the document waiting for a judge to sign. The moratorium was over some time ago now. Why can the utilities cut your power if you do not pay but the landlord cannot have their constitutional rights restored?
