Put cell tower atop rebuilt clock tower

To the extent a cell tower at Ocean Beach is needed (my cell worked just fine during a visit last week); the answer is obvious. Require the cell company applicants to rebuild the clock tower and tastefully integrate the cell apparatus into the tower, which is completely feasible.
