    Get What They Were Promised

    WPCA has become a bad four-letter word in Old Saybrook, at least for the homeowners who, like me, are being defrauded after joining their septic upgrade program. Each Water Pollution Control Authority (WPCA) meeting has been a mirror image of the previous one, and the crucial question has yet to been answered. The WPCA still refuses to pay for the "soft costs" (engineering, sight plans, etc.) as it promised on its website and publications.

    The WPCA also promised that "your property will be as good, if not better, than it was before installation." It lied. At least one of its bargain-basement contractors has left more damage in his wake than Superstorm Sandy, and he refuses to fix it. If you're in the program, you can't approach the contractor-all questions or problems must go to the WPCA. Good luck; it hasn't answered one question or solved one problem yet!

    Everyone (but the WPCA) understands what the property owners want: simply to get what they were promised when they signed up for the program-no more, no less.

    If the WPCA does not solve the problems at hand and it goes to court, again, things are going to get very expensive for Saybrook's taxpayers.
