    Ask citizens who deal with state agencies how to save

    Governor Malloy is asking his department heads, all of whom have turf to protect, to recommend cuts. Perhaps he should also invite the public for suggestions. I have more than one example from personal experience, but here's one I'd like to share.

    A few years ago I bid on and received a contract from IBM to process wafers and chips. Had to build a clean room, buy some sophisticated equipment, and hire and train about 100 employees. A gentleman from the state labor department stopped by and offered money for each new hire. I thought about the corporate income tax we had to pay and saw his offer as a welcome refund.

    Like any employer, we hired only the number of people we needed. The cash award from the state was meaningless, a total waste.

    I wonder how many equally foolish programs exist today. I wish the governor would invite citizens who deal with state agencies to make a few suggestions. He may get an earful.
