Helary Omary, 26, of 2 River Road, Lisbon, was charged Monday with first-degree driving without a license, improper registration/license and driving or towing an unregistered motor vehicle.

Kiarra Parker, 22, of 152 Broadway, Norwich, was charged Tuesday with driving with a suspended registration, driving without minimum insurance, driving with unsafe tires and driving under alcohol-related suspension.
