    Work expected to restart on stalled Pawcatuck apartment project

    Stonington — First Selectwoman Danielle Chesebrough said Tuesday that work on the stalled Spruce Ridge apartment project on Route 1 in Pawcatuck is expected to resume in January.

    Chesebrough said she spoke this week with NeighborWorks/New Horizons, the New Haven-based nonprofit organization developing the project, and was able to get an update on the status of the work.

    NeighborWorks/New Horizons President and CEO Thomas Cruess did not return several phone calls and emails from The Day about the project over the past week.

    Work on the 43-unit project stopped in early 2020. While exterior work appears to be complete, interior work, landscaping and parking is not. Entrances to the two buildings are locked and boarded up.

    Spruce Ridge is the sister project of Spruce Meadow, a 42-unit project next door that opened in 2018. Work on that project stalled in 2016 due to financing issues and then resumed. Both projects contain a mix of affordable and market-rate units.

    Chesebrough said the organization stopped work because it was waiting for approval of the remaining financing. She said the organization told her that approval is expected next week. Work would resume next month and take five to six months to complete. That means the project would be completed in June, 2021. Chesebrough said the organization told her 150 people remain on the waiting list for apartments and those people will be contacted to determine if they are still interested.
