    FEMA to open flood assistance center Thursday at Three Rivers Community College

    Norwich — The Federal Emergency Management Agency will open a mobile registration center at 10 a.m. Thursday at Three Rivers Community College to assist residents and business owners who suffered flood damage caused by the remnants of Hurricane Ida on Sept. 2.

    The Mobile Registration Intake Center will be converted into an operational Disaster Recovery Center that will be open six days a week, Monday through Friday from 8 a.m. to 6 p.m. at Three Rivers Community College, 574 New London Turnpike, and Saturdays from 10 a.m. to 4 p.m. at Norwich Fire Headquarters, 10 North Thames St. No closing date has been announced.

    Residents and business owners affected by the flooding can go to the designated locations for assistance in applying for relief.

    Also, beginning on Thursday, teams of FEMA representatives, called Disaster Survivor Assistance Teams or DSA, will go door to door throughout Norwich to meet with homeowners, renters and anyone affected by the flooding. The teams try to establish a presence in disaster-impacted areas, primarily focusing on addressing the needs of disproportionately impacted populations and disaster survivors.

    The teams will collect information from residents and business owners, provide specific in-person information and referrals to local community partners and assist people with disabilities to access aid information.

    DSA personnel usually work in teams of two to conduct outreach to survivors, faith-based and community organizations and local businesses in disaster-affected areas identified by local emergency management directors. The teams will disseminate information during their visits.

    On the night of Sept. 2, Hurricane Ida caused severe flooding in various parts of Norwich, and continues to impact many residences and businesses two months later.

    Norwich Emergency Management, the state Department of Emergency Management and Homeland Security, FEMA and the Small Business Administration recently conducted preliminary damage assessments of various affected properties throughout Norwich. The information and data were submitted with hopes of receiving federal disaster assistance. Recently, Gov. Ned Lamont’s request for a presidential major disaster declaration for New London and Fairfield counties was approved by President Joe Biden.
