    Montville commission tackling two major housing developments

    Montville — The Planning and Zoning Commission on Tuesday tackled two major proposed developments: approval of a 22-unit condominium complex as well as the expansion of Village Apartments.

    The commission voted 4-2 to approve construction of Western Group LLC's Wilton's Way, a proposed multifamily dwelling complex of 22 townhouse-style condominiums on a 1.83-acre parcel at 245 Route 32 in Uncasville. Commission members John Poole and Anthony Siragusa voted no, but were unavailable for comment after the meeting.

    Douglas Reich of Fuller Engineering and Land Surveying detailed plans for the development, which will consist of two rows of units, one facing north, the other facing south, with a road running east from Route 32 between them. Each unit will have a garage and driveway, and the development will include an additional 18 parking spaces split between two lots in the northeast and northwest corners of the property, including two van-accessible handicapped parking spaces. Landscaping will be put in throughout the development, but each unit owner will have leeway to landscape their own lot.

    The existing buildings on the property, a house and a garage that are not on the historic registry and are in disrepair, will be demolished. The original plan incorporated the existing house. The Uncas Health District has stipulated testing for asbestos be done prior to demolition, and abatement performed, if necessary, as a requirement for approval. Additionally, the Inland Wetlands Commission noted the development will have no significant impact on wetlands.

    The new complex will be bordered by a decorative stone wall and plantings at the Route 32 entrance and 6-foot wooden privacy fencing along the northern and southern boundaries, as well as a retaining wall on the eastern side of the property to maintain a road slope of no more than 5%, and mitigate stormwater runoff due to the reduction of pervious, or permeable, ground. According to a drainage study submitted to the town by Fuller Engineering, the increase in impervious ground will be 42,965 square feet. The storm mitigation system is designed to handle runoff from a 25-year frequency storm, and under these circumstances, the firm states that runoff will not negatively impact the adjoining properties.

    Western Group LLC member John Eoanou told the commission the condos would be approximately 1,500 square feet and priced around $300,000.

    In addition, the commission voted unanimously to extend to April 26 the proposal by Village Apartments LLC and Connecticut Multifamily Equities II, which had been tabled at the Feb. 22 meeting. The proposed development would expand its Village Apartments complex by constructing three new buildings at 82 Jerome Road, 15 Jerome Ave. and 232 Norwich-New London Turnpike (Route 32). This proposal would add 160 units, bringing the number of units from 54 to 214 while bringing the existing number of parking spaces to 356.
