    Rose Arts Festival returns to Norwich

    Norwich — The Rose Arts Festival, held at Chelsea Parade Park and including venues throughout downtown, returned Saturday after a two-year COVID-19 hiatus.

    The event features live music, food trucks, a kids play area, art displays and other creative stations.
