    Update: Man charged in connection with death of 3-year-old Willimantic girl

    Willimantic – Police arrested a 29-year-old man Friday on charges related to the death of a 3-year-old girl who was found unresponsive at his home on Thursday.

    Carroll L. Bumgarner-Ramos of 11 Potter St. was charged with first-degree assault, risk of injury to a minor and committing an offense while out on release. His arrest comes following an investigation into the child’s death by state police major crime detectives, Willimantic police and the Windham County State’s Attorney’s Office.

    Emergency medical personnel were called to Bumgarner-Ramos’ home at 10:38 p.m. Thursday where they found the toddler unresponsive with someone performing CPR. The child was taken to Windham Community Memorial Hospital where she was pronounced dead.

    An autopsy is scheduled at the Office of the Chief Medical Examiner to determine the cause of death.

    Bumgarner-Ramos was held in lieu of a $1.5 million bond pending an appearance at Danielson Superior Court. Court records show has served several stints in prison, is on probation and has several pending cases, including charges of assault on an elderly person, sale of narcotics and second-degree strangulation.
