    New London man charged with not returning U-Haul truck

    Groton — A 41-year-old man is facing a first-degree larceny charge after he rented a U-Haul truck but never returned it, according to police.

    According to the arrest warrant affidavit, Percy Penn, whose last known address is 325 Huntington St., New London, used a $250 payment card on April 2 to rent for three days a U-Haul truck from Accessory Warehouse on Route 12 in Groton. When he did not return the 10-foot 2020 GMC Savana truck, the store contacted him by phone on April 11 and 12, and he said he would come back to make a payment.

    The arrest warrant affidavit said he came to the store on April 19 without the truck, and made a $150 cash payment toward the rental. He was told he needed to bring back the truck or U-Haul “may report the truck stolen and he may be arrested.” Penn said he worked for a moving company and could only pay when he worked. He agreed to return the next day with $300 to $400, but did not.

    According to the affidavit, when contacted by phone, Penn said he would return the truck but did not. He was sent a U-Haul “Demand Letter” on April 26 to return the truck, but the letter could not be delivered.

    A U-Haul transaction timeline shows that Penn was granted three rental extensions. The last extension was granted on April 12, with an expected return date of April 15, according to the arrest warrant affidavit.

    The store estimated that owed $700 in rental fees, plus mileage fees that would be calculated once the truck was returned. The value of a used 2020 GMC Savana 2500 is between $36,241 and $41,466, according to the warrant.

    Penn was arrested by Groton Town police on July 21, police records show. He is scheduled to appear in court on Aug. 4.
