Matthew Spruill, 41, of 44 Union St., was charged Wednesday with interfering with a police officer, two counts of disorderly conduct, first-degree unlawful restraint, third-degree strangulation, third-degree assault, two counts of risk of injury to a minor and second-degree harrassment.
