    Stonington police: Intoxicated man charged twice with burning without permit

    Stonington — A Pawcatuck man, who police say was so intoxicated he fell down when they arrived at his house, was charged with burning leaves without a permit on two separate occasions early Thursday morning.

    Laurence J. Kimpan Jr., 39, of 17 Devon Drive was charged with two counts of kindling fire in the open without authorization and one count of reckless burning.

    Police said that at 12:42 a.m., an officer and Pawcatuck firefighters responded to a reported smell of smoke in the Croft Court neighborhood. Firefighters determined the smoke was coming from a home on nearby Devon Court. They contacted the homeowner, Kimpan, who said he had been burning leaves the past three days. The fire was extinguished and he was given a misdemeanor summons for burning without authorization from the fire department.

    About 3½ hours later, when the officer who first responded to the fire was traveling through the neighborhood, he noticed another fire had been started at Kimpan’s home, this time behind a shed near a pine tree and a fence. Police said the fire was 127 feet away from another home and the two were separated by a wooded area. The officer stated the fire was unattended and he then went to contact Kimpan.

    “The accused came outside and was so intoxicated that he fell over,” the police report states.

    Kimpan then was taken into custody.
