Day care worker granted accelerated rehabilitation in Navy abuse case

A former employee of Naval Submarine Base's child development center accused of abusing a 3-year-old girl at the center was granted a diversionary program Wednesday in New London Superior Court that will enable her to clear her record if she stays out of trouble.

Groton Town Police had charged Lisa Jo Reppenhagen, 26, of West Haven, in March with risk of injury to a child and first-degree reckless endangerment. Security footage from the classroom where Reppenhagen worked as a program assistant at the day care showed Reppenhagen grabbing the child by the ankle and pulling her a few feet across the floor. The child had a bruise on her side and told her mother that Reppenhagen got so mad at her that she "threw me in kitchen," according to court documents.

During her court appearance Wednesday, Judge Ernest Green Jr. granted Reppenhagen admission into the accelerated rehabilitation program, which enables first-time offenders to clear their charges if they do not commit additional crimes and abide by other conditions.

Reppenhagen no longer works for the day care center. The child's parents, Brandy and Francisco Balzac, are seeking to sue the Navy over the incident and have submitted an administrative claim to the submarine base seeking $150,000 in damages.
