Jacob B. Mitchell, 19, of 11 Winthrop Ave., Pawcatuck, was charged Monday with disobeying the signal of an officer, driving an unregistered motor vehicle, traveling unreasonably fast, improper passing, failure to have tail lamps, failure to have stop lamps and failure to obey a stop sign.
