    Norwich man arraigned in Tuesday night shooting

    Norwich — A Norwich man was arraigned Wednesday in a shooting that took place late Tuesday night near the ArtSpace apartments downtown and sent one victim to the hospital.

    The incident occurred about 9:19 p.m., city police said in an early Wednesday news release.

    The victim was transported to Backus Hospital, from which he was flown by Life Star helicopter to Hartford Hospital, police said in the release. They did not release his identity but said he was in stable condition.

    Officers arrested Shawn Delcastillo, 40, of 2664 Washington St., Apt. 2, at the scene of the shooting and charged him with first-degree assault, carrying a pistol without a permit, first-degree reckless endangerment, unlawful discharge of a firearm, criminal possession of a pistol or revolver and second-degree breach of peace.

    Police said he also was served with an outsanding arrest warrant on unrelated charges of second-degree assault and breach of peace.

    Delcastillo was arraigned Wednesday in Superior Court in Norwich. Judge Barbara Bailey Jongbloed set his total bond at $650,000 and transferred the case to the New London court where major crimes are heard. His next court date is Sept. 9.

    The ArtSpace apartments are located at 35 Chestnut St. At 10:45 p.m. Tuesday, several police cars were blocking off both Chestnut Street and nearby Franklin Street, as well as a parking lot between the apartment complex and These Guys Brewing Co.
