    Woman arrested on warrant in Halloween night crash

    North Stonington — State police said a woman was arrested Thursday in North Stonington on charges related to a Halloween night crash that sent five people, including two children, to the hospital.

    Mackenzie Balicki, 26, of Westerly was charged with driving under the influence of alcohol or drugs with a child passenger, second-degree assault with a motor vehicle, three counts of third-degree assault, failure to drive in the proper lane and a child safety belt violation.

    State police said the two-vehicle crash happened about 8:08 p.m. Oct. 31 of last year, when Balicki's vehicle crossed into the other lane and struck a Nissan on Pendleton Hill Road in North Stonington.

    According to the arrest warrant affidavit, a state trooper with the Traffic Services Unit found an injured 4-year-old boy and 5-year-old girl in the 2017 Honda Civic driven by Balicki and two injured elderly people in the 2013 Nissan Frontier. Balicki also was injured.

    The affidavit said Balicki's blood alcohol content was 0.28%, based on medical records obtained through a search warrant and subsequent analysis by the state's Division of Scientific Services. In Connecticut, a driver with a blood alcohol content of 0.08% or higher is considered intoxicated.

    The affidavit stated the 5-year-old, who witnesses said was not in a booster seat, momentarily lost consciousness. State police described her injuries as minor.

    State police said Balicki was held at the York Correctional Institution in Niantic on a $150,000 bond pending an appearance Friday at New London Superior Court.
