Todd Neely, 36, of 161 Pennsylvania Ave., Apt. A, was charged Monday with driving under the influence of alcohol or drugs and failure to drive in proper lane.

James A. Strick, 36, of West Hartford, was charged Saturday with disorderly conduct and third-degree assault.
