    Commission delays ruling on Rell hiring

    Hartford (AP) - A state elections panel is putting off its consideration of possible action on Gov. M. Jodi Rell's 2008 hiring of a University of Connecticut professor to come up with budget-cutting ideas.

    The State Elections Enforcement Commission had been scheduled to discuss a proposed "consent agreement and order" behind closed doors on Wednesday. Instead it delayed the discussion until January.

    Democratic activist Jonathan Pelto filed a complaint with the commission in 2009, alleging Rell and her exploratory campaign illegally benefited from the advice and ideas provided by Professor Ken Dautrich.

    A message was left seeking comment with Rell's office. The outgoing governor has denied accusations that public funds were misused to help her politically and says Dautrich helped to find millions in savings.

    Man accused in slaying found incompetent

    Hartford (AP) - A Hartford man accused of killing his girlfriend, then driving around with her body in the front passenger seat of his car, has been ruled not competent to stand trial.

    Maurice Francis was charged with murder in the November 2008 stabbing death of 29-year-old Tashima Reddick.

    His lawyer twice sought mental health evaluations. Last spring, Francis was found competent and able to understand the charges against him and to assist in his defense.

    But a more recent evaluation found that Francis is not competent. He was ordered by a judge to undergo 60 days of treatment.

    Witnesses told police they saw a man dragging a body across a street and placing it in a car. The car was later left at an auto body shop with a body inside.
