Hartford (AP) — A rally is planned at the state Capitol to oppose Gov. Dannel P. Malloy's proposed budget, which eliminates state health insurance coverage for certain needy parents.

The governor has suggested ending coverage for adults who use the state's HUSKY A insurance program if their income exceeds 133 percent of the federal poverty level. The change would take effect on Jan. 1. That's when federal subsidies would become available, enabling the parents to purchase insurance from the new health care exchange.

The move is projected to save the state $5.9 million in the first year of the two-year, budget, and $59.5 million in the second.

Advocates for the poor oppose the move, concerned it will prove to be too costly for an estimated 37,500 adults. A morning rally is planned Wednesday.
