All roads in New London are closed to motor vehicle and pedestrian traffic until 2 p.m., according to police. Roads are open only for emergency personnel. Norwich officials have closed all roads to non-essential personnel.

Preston has instituted a travel ban as of 9:30 a.m.

Police in numerous towns are responding to reports of trees and wires down and transformer fires.

Stonington First Selectman Ed Haberek is requesting that residents stay in their homes and not drive on town roads until at least 3 p.m. He said downed power lines and trees are littering roads across town. At 3 p.m. town emergency officials will meet to reassess and he will make a further anouncement, he said.

In Norwich, there have been reports of trees down on homes on Clifton Place, Broad Street and Allyn Avenue.

Norwich Public Utilities had 7,200 customers without power as of 9:30 a.m., according to NPU. There are 70 people at the primary city shelter at Moriarty School and the Rose City Senior Center is approaching capacity at 50 for the shelter for the elderly and disabled. Officials say that at this point in the storm people should shelter at home and not be on the roads. Call 911 for medical emergencies.

The rain forecast has been reduced for the Yantic River to about four inches of expected rain. City officials expect minimal to nuisance flooding in the river.
