Mohegan Sun's final application for a Greater Boston casino license, filed this week with the Massachusetts Gaming Commission, comprised thousands of pages of documents and filled more than a dozen boxes.

Previously touted as a $1 billion undertaking, the Revere project now carries a price tag of $1.3 billion, about the same as the competing plan proposed by Wynn Resorts, which filed a final application for its proposed casino in Everett.

One of the two plans is expected to get the commission's nod by the end of May.

"Our application reflects our vision for Massachusetts while addressing the priorities established by the gaming commission," Mitchell Etess, chief executive officer of the Mohegan Tribal Gaming Authority, said in a statement. "Mohegan Sun will create something very special in Revere: a wonderful gaming and entertainment destination that drives tourism and delivers thousands of jobs."

Mohegan Sun Massachusetts, as the Revere casino would be called, would create 2,500 construction jobs and 4,000 permanent jobs, according to the project partners. It would produce an estimated $1.6 billion in municipal and state tax revenues in the first five years of operation, and $1 billion in total economic output during its development.

Further, the partners announced, the resort casino would have an annual economic impact of $428.9 million in operational and third-party expenditures and generate $53 million a year in ancillary, off-resort spending.

Improvements to regional transportation infrastructure would total $45 million, the partners said.

Suffolk Downs, the thoroughbred horse track that owns the land where Mohegan Sun Massachusetts would be built, hopes to keep the track - located mostly in neighboring East Boston - operating.

"Gaming development by Mohegan Sun on the Revere portion of our property gives horse racing its best chance to succeed here," Chip Tuttle, Suffolk Downs' chief operating officer, said. "We are committed to racing for years to come should Mohegan Sun earn this license."

The Revere project is subject to a local referendum vote scheduled for Feb. 25. Revere voters approved an earlier Suffolk Downs casino project that would have been built in both Revere and East Boston, but East Boston voters rejected it. Mohegan Sun then entered the picture, partnering with Suffolk Downs on a casino that would be located entirely in Revere.

Three applicants for two Massachusetts casino licenses - MGM Resorts, the sole contender for a western Massachusetts license, as well as Mohegan Sun and Wynn Resorts, the Greater Boston contenders - will give 90-minute presentations to the commission on Jan. 22 in Boston. The presentations will be streamed live on the commission's website, MassGaming.com.

Portions of the applications will be posted on the website next week.
