    Old Mystic man charged with driving without ignition interlock device

    Stonington — Police charged an Old Mystic man previously convicted of drunken driving with driving a vehicle without an ignition interlock device as well as driving under the influence Monday night. 

    John M. Couto 53, of 34 Riverbend Drive also was charged with driving with a suspended license and traveling unreasonably fast after he was stopped on Roosevelt Avenue just before 9 p.m. 

    Police said they charged Couto with avoiding or tampering with an ignition device because he was driving a vehicle not equipped with the device. 

    State law lets those convicted of drunken driving to apply to enter the ignition interlock program after they serve an initial suspension. They are then allowed to drive as long as they install the device in their vehicle. 

    Before starting the car, the driver must blow into a breath alcohol detector that does not allow the car to be started if it detects alcohol. 

    The violation also is logged in the device’s computer memory and is detected when the device is recalibrated every 30 days. 

    In this case, police said Couto was not driving the vehicle in which the device was installed. 

    Couto was convicted last July of driving under the influence in connection with a 2013 arrest in Stonington. He received a suspended six-month prison term and one year of probation.

    Court records also show he was convicted of driving with a suspended license last year in Rhode Island and reckless driving in Stonington in 2007.
