    Motorists should expect traffic, delays with Obama visit for Coast Guard Academy graduation

    New London — Motorists on Wednesday should anticipate increased traffic, intermittent delays and longer commute times in the areas surrounding the Coast Guard Academy and in parts of Groton and I-95 as a result of the 2015 commencement ceremony at the academy, and movements of President Barack Obama's motorcade.

    Obama is the keynote speaker at this year's ceremony. Obama also delivered the keynote address to the academy's 2011 graduating class, telling the graduates then that they were going into a dangerous world where the Coast Guard was needed more than ever.

    The academy regularly extends an invitation to the president to attend the ceremony. Presidents traditionally address the graduating class at one of the five federal service academies on a rotating basis. Obama addressed the U.S. Military Academy Class of 2014 at West Point last year.

    There are no scheduled road closures on Wednesday, according to New London Acting Police Chief Peter Reichard. Parking restrictions will be posted on Deshon Street and Oneco and Nameaug avenues, and towing will be enforced in those restricted areas starting at 5 a.m. on Wednesday, Reichard said. He advised motorists to give themselves extra time to reach their destinations and be mindful of uniformed police officers that may be conducting traffic by hand in the roadways.

    Boaters should be aware that there will be a security zone in the Thames River, monitored primarily by Coast Guard Sector Long Island Sound and also its partners from the surrounding maritime communities.

    The commencement ceremony is by invitation only, and there will be no parking for attendees on academy grounds. Attendees will be shuttled from the South parking lot and the Dayton Arena parking lot at Connecticut College starting at 7:30 a.m. on Wednesday. The commencement will start at 11 a.m. and there will be no shuttle service during the ceremony. Shuttle service will end at 3 p.m.

    The ceremony for the 223 members of the Class of 2015 will be held on Cadet Memorial Field. If it rains, as it did in 2011, the ceremony will be moved inside to the Leamy Hall Auditorium.

    After his commencement address, the president will attend a Democratic National Committee event in Stamford.
