Juan Carlos Cruz, 22, of 50 Moore Ave., was charged Tuesday with driving an unregistered vehicle, driving without insurance, driving with a suspended license and unsafe backing.

Julia Kamburi, 19, of 16 Maryland Road, Waterford, was charged Tuesday with driving under the influence of alcohol or drugs and failure to obey a traffic signal.

James P. Charland Sr., 42, of 55 W. Coit St., was charged Monday with second-degree unlawful restraint, interfering with a police officer and breach of peace.

Francisco Perez, 39, of 40 Hempstead St., was charged Monday with driving with a suspended license, failure to have headlamps lit and displaying an improper color.

Thomas Harrison, 46, of 123 North Main St., Apt. 3C, Griswold, was charged Monday in Griswold with second-degree assault and breach of peace.

Elbert Lester Morgan, 47, of 15 Pendelton Hill Road, North Stonington, was charged Monday in Griswold with risk of injury to a minor and disorderly conduct.
