    Norwich man arrested on drug charges after car breaks down

    Ledyard — A Norwich man was arrested on drug charges Thursday after a tow truck driver who came to his aid on Route 12 called police.

    Sean Halpin, 30, of 215 Rockwell St. was charged with possession of heroin and cocaine and possession of drug paraphernalia.

    Police said Halpin summoned assistance after his car broke down near the old Gales Ferry Animal Hospital. When a tow truck arrived, the driver saw Halpin crouching down with a needle and a lighter, apparently cooking heroin, police said. Halpin grabbed belongings from the car and left the scene on foot with his girlfriend, police said, and the tow truck driver called 911.

    Halpin was located a short distance from the scene in possession of the drugs, police said. Following his arrest, Halpin was released on a $2,500 cash bond and was scheduled to appear Nov. 16 in New London Superior Court.
