As part of the Coast Guard Academy's commencement festivities, the final regimental review was held on Washington Parade Field at the academy Tuesday morning. Two of the first female submariners in the U.S. Navy have been found guilty of financial misconduct in connection with fraudulent travel expense claims.\n Not far from where "Rosie the Riveter" built ships in the 1940s at the Port of Richmond, the 58,000-ton USS Iowa is undergoing restoration for towing May 20 to the Port of Los Angeles, where it is to be transformed into an interactive naval museum. Police officers at the Naval Submarine Base allege that the security department is being mismanaged and morale is at its lowest point in years. This week at the Naval Submarine School, 16 sailors began learning how to operate and maintain the state-of-the-art computer systems and networks on board submarines. They will be the first sailors formally trained and certified to do so. William Franzel of Sandusky, Mich., a former crew member aboard the USS Pawcatuck (AO-108), who worked in the engine room from June 1960 to June 1962, attends a dedication ceremony Thursday for the ship's memorial in Veterans Park in downtown...
