Kim Sullivan, 57, of Manchester was charged Sept. 1 with driving under the influence of alcohol or drugs, driving with a suspended license, driving an unregistered vehicle, failure to carry minimum insurance, possession of less than a half-ounce of marijuana and possession of drug paraphernalia.

Justin Dean, 34, of Torrington was charged Sept. 1 with second-degree criminal mischief.

Elsa L. Muscarella, 19, of 17 Grosvenor Place, Norwich, was charged Aug. 31 with evading responsibility.

Lillian Capellan, 26, of 31 Grand St., New London, was charged Aug. 30 with breach of peace.

Wendel Boateng-Moses, 25, of 2 Church St. was charged Wednesday with breach of peace, interfering with police and second-degree criminal mischief.

Anna Thompson, 25, of 38 Summer St., Waterford, was charged Tuesday with third-degree criminal mischief and criminal violation of a protective order.
