    Old Saybrook Plans Hearing On Draft Agreement With Arts Center

    Old Saybrook - The Board of Selectmen will hold a public hearing on the draft facility-operation agreement between the town and the nonprofit entity The Katharine Hepburn Cultural Arts Center at 6:30 p.m. Thursday at the Old Saybrook High School auditorium.

    The draft agreement is available on the town's Web site.

    Under the 20-year agreement, the town would pay for all the necessary utilities between 8 a.m. and 6 p.m. on weekdays. It would provide trash removal, landscape maintenance and basic janitorial services in and around the building to keep the building and adjacent areas “in good order,” the draft agreement reads.

    The town would also provide parking and maintain parking areas and sidewalks leading to the center; take out insurance on the building; and be allowed use of the building if it does not interfere with center events.

    The agreement could be renewed for four successive 20-year periods.

    The center's board of trustees would provide insurance coverage for events and pay the electric bills for the theater's sound equipment and part of the lighting equipment, the draft agreement reads.

    The “distribution of electricity costs will be re-examined by the parties” in 18 months, the agreement reads.

    The board of trustees would pay for the center's staff and professional theater-management consultants; provide “theatrical and cultural events within the facility open and available to the public at reasonable charges,” according to the document; be responsible for painting the center's interior; and purchase the theater's seats, risers, carpets, equipment and window coverings.

    Three of the 24 board of trustees are to be appointed by the selectmen, per existing center by-laws, the agreement reads.

    The draft agreement would also outline the process by which either party can terminate the agreement if there is a default in obligations agreed to under the agreement.
