    Connecticut HOV lanes are merely lip service

    This is regarding the editorial titled "Keep HOV to cut monogamous driving," published Feb. 20. I travel frequently on Interstate 91, usually returning during rush hour and getting caught up in the three-mile to four-mile backup to the Interstate 84 East exit.

    The stop-and-go allows ample opportunity to observe traffic in the High Occupancy Vehicle lane. While not a scientific survey, I estimate that 60 percent to 80 percent of the cars in the HOV lane have a single occupant. Further, I have yet to see any evidence of HOV enforcement, so misuse of the HOV lane carries little risk. The HOV separator also takes up what could otherwise be another traffic lane.

    In California, and in many other states, HOV use is strictly enforced and California fines start at $381. HOV in Connecticut, at least on I-91, appears to be merely lip service for car-pool encouragement.
