Accolades reflect well on Ackley's leadership

I have a quick question. Just how "ineffective" has police Chief Margaret Ackley been if the New London Police Department earns the state's highest level of accreditation, named by the state of Connecticut Police Officer Standards and Training Council as a Tier One Accredited Agency?

I would venture to say that she has been quite an effective police chief.
