    Norwich arrests at scene of shooting outlined in report

    Norwich - The police response to a call of a large fight with individuals armed with knives on Oneco Street Tuesday night ended with one suspect shot, another bitten, a third pepper-sprayed and two officers sent to the hospital.

    Fernando Velasquez, 41, was shot during the 8:50 p.m. scuffle outside 89 Oneco St. and, as of Thursday afternoon, was in good condition at Yale-New Haven Hospital. Velasquez has a criminal history of resisting arrest, according to court records. He has yet to be charged with a crime.

    The other two suspects, Velasquez's son, Anthony Velasquez, 20, and Daniel Rivera, 19, have appeared in court on various charges and have been released.

    The injured officers, Mark Dean, who suffered abrasions to his left fingers and scrapes on his knee, and Chase Chiangi, who complained of hip and back pain, were treated at The William W. Backus Hospital Tuesday evening and released.

    The arrests are detailed in police reports written by Sgt. James Tetreault and Officer Ryan O'Connell, but the reports do not recount the events leading up to the shooting of Fernando Velasquez.

    Rivera, O'Connell's report reads, was arrested after disobeying an officer's call to "stop and get on the ground." Instead, Rivera entered the passenger side of a Jeep with a female driver, both of whom were ordered out of the vehicle. Rivera was handcuffed and arrested while the female told police that she was not involved and rather was on scene "to pick up Dan."

    O'Connell wrote that Rivera's finger was bleeding, an injury Rivera said he received when "Tony tried to bite my finger off."

    Tetreault's report details the arrest of Anthony Velasquez, as conveyed by officer Dean.

    Dean said he struggled with Anthony Velasquez before deploying pepper-spray and handcuffing the suspect.

    Rivera, of 66 Jay St., New London, was charged with interfering with an officer and released Wednesday on a promise to appear for his March 7 court date.

    Anthony Velasquez, of 89 Oneco St., Norwich, faces charges of assault on an officer, interfering with an officer and disorderly conduct. He was released Wednesday on $15,000 bond and is next scheduled to appear in court Feb. 22.

    Because it was an officer-involved shooting, state police have taken over the investigation.

    Norwich Police Chief Louis Fusaro has yet to identify the veteran officer whose gun fired, but, per department protocol, Fusaro said the officer has been placed on paid administrative leave.

    The other responding officer was Greg McDonald.

    After the shooting, police were on scene well into the night, and blocked off most of Oneco Street.
