Norwich grand list shows slight decrease

Norwich – The city grand list of taxable property dropped in 2012 by 0.34 percent, with values in real estate, motor vehicles and personal property all decreasing.

The total combined grand list as of Oct. 1, 2012, is $2,424 billion, down by $8.3 million from the 2011 totals after Board of Assessment Appeals adjustments. Real estate values dropped by $3.4 million, 0.16 percent. Motor vehicle values dropped by $2.5 million, 1.3 percent and personal property values went down $2.3 million, 1.7 percent.

Assessor Donna Ralston said reasons varied for the drop. The William W. Backus Hospital and United Community and Family Services are seeking to remove major properties from the city’s tax rolls. Backus is seeking exemption on the former Daticon building in the Norwich business park, assessed at $6 million. UCFS seeks to remove most of the $1.8 million of assessed value on the nonprofit’s health center in the Meadows shopping plaza.

Also, Ralston said real estate values saw a significant one-time increase last year in penalties paid by some property owners for improper filings. Penalty income is much lower this year.
