    Stonington schools beginning to create multimillion-dollar bond proposal

    Stonington — A school board committee on Thursday began creating a list of projects that would be included in a multimillion-dollar bond that would have to be approved by voters.

    The Building Committee hopes to bring the bond to voters before they are asked to approve the 2020-21 budget next year. The town also may include items in the bonding package.

    During the just-completed process to approve the 2019-20 budget, the Board of Finance cut a number of larger school capital improvement items, and suggested the school board instead include them in a bonding package.

    On Thursday night, Superintendent of Schools Van Riley ran through a list of items that could be included in the bond, saying he and other school officials will bring back more detailed information about the cost and scope of the work to the committee in a few weeks. He also will talk to town officials about the process of bringing a bonding package to voters.

    “We want to go quick on this. We don’t want to get into the next budget season,” Riley said.

    He said the work would consist of items that would have 20 or more years of life.

    “These are all long-term items we feel are very important,” he said.

    The items being considered at this time include:

    Replacing up to 11 heating, ventilation and air conditioning (HVAC) units at the high school at a cost of about $870,000.

    Replace the roof at Mystic Middle School which will become the consolidated Stonington Middle School this fall at a cost of about $1 million, 30 percent of which could be eligible for state reimbursement.

    Replacing the HVAC system at Stonington Middle School at a cost of about $1.9 million.

    Installing air conditioning at the new alternative education program and central administration offices at the former Pawcatuck Middle School at a cost of about $426,000.

    Adding compressed gravel overflow parking at Mystic Middle School at a cost of about $800,000, far less than the estimated $3 million to expand the paved area, which then would have required a detention basin.

    Upgrading the gym at the high school by refinishing the gym floor, installing a new HVAC system and a mechanical opening system for the portable bleachers, improving safety for school employees.

    Replacing the lights on the high school football field with brighter and more efficient LED lights and fixtures.
