    Norwich grand list up 1.5%

    Norwich — The city’s grand list of taxable properties grew by 1.5% in the past year, with a modest increase in real estate values and strong jumps in both motor vehicle and personal property assessments.

    The overall city grand list as of Oct. 1, 2019, totaled $2.02 billion, an increase of $29.9 million over the Oct. 1, 2018, totals, city Assessor Donna Ralston reported on Friday, the state deadline for calculating grand list values.

    Net real estate values after removing exempt properties totaled $1.65 billion, an increase of $8.1 million, or 0.5%. Commercial values rose by 1.5% and residential values increased by 0.2%, Ralston reported. She attributed part of the real estate value increase to expired tax abatements for some properties, including the Hampton Inn on Route 82 off Interstate 395, which now is taxed at 100% of its value.

    Exempt property values totaled $660 million, which dropped by $3.7 million, Ralston said. Some of that was previously exempt properties being sold, including some properties owned by the city, she said.

    The city assessor’s office has been pursuing assessments of personal property in recent years, and Ralston cited that effort for the 8.1% increase in personal property values to a total of $162.7 million.

    Motor vehicle values totaled $201.4 million, up by 4.96% over the 2018 totals.

    Norwich top 10 taxpayers:

    4. Domino Solar LTD solar installations, 9 Stott Ave., 292 Plain Hill Road and Rogers Road: $12,803,720.

    5. Norwich Realty Associates LLC, shopping center, 624 W. Main St.: $11,394,340.

    6. Plaza Enterprises, shopping center, 113 Salem Turnpike: $11,026,420.

    7. Mashantucket Pequot Tribe, Norwich Inn & Spa: $10,258,160.

    8. Elk Thamesview LLC, apartment complex, 495 Laurel Hill Road: $9,547,300.

    9. Algonquin Gas Transmission LLC, natural gas installations: $9,446,510.

    10. Walmart Real Estate Business Trust, shopping center, 220 Salem Turnpike: $9,446,510.

    NOTE: Freeport-McMoran Copper Products, 41 Wawecus St. would have made the top 10 with total assessed value of $15,383,500, but $8,135,140 of value is exempt through manufacturing exemptions, leaving $7,248,360 taxable assessment.
