The Day's housing investigation
An investigation by The Day uncovered more than a half-dozen instances across the state in which property owners facing foreclosure believe they were victims of a scheme run by a man convicted of similar illegal activity in New Jersey. Law enforcement officials say the man, Timothy W. Burke, tells homeowners he will buy their home, but instead rents them out to unsuspecting tenants who aren't aware that the homes will soon be taken over by the bank. Burke collects the rent for his alleged personal gain rather than to pay for property-related expenses. A law enforcement officer said he has turned over his investigation to the FBI. Burke has not been charged in Connecticut.
