Cesar O. Sierra-Velezquez, 29, of 495 Laurel Hill Road, Apt. 14E, was charged Wednesday with traveling too fast and driving under the influence of alcohol or drugs.

Joseph William Desena, 40, of North Branford was charged Monday in Old Lyme with failure to carry minimum insurance, evading responsibility, driving under the influence of alcohol or drugs and failure to drive in the proper lane.
