Carlos Rodriguez, 26, of 28 Pearl St., New London, was charged Thursday with violation of a protective order, disorderly conduct, first-degree failure to appear in court and two counts of second-degree failure to appear in court.

Kelli Smith, 52, of 44 Franklin St., New London, was charged Thursday with violation of a protective order.

Khalyl Holland, 25, of 10 Pond Edge Drive, Waterford, was charged Friday with driving with a suspended license, driving with suspended registration, failure to carry insurance and improper headlights.
