Teen's assault case sealed under new law; attempted murder charge to remain public

A 19-year-old who has nine court cases pending in the New London, Norwich and Danielson courts, will benefit only partially from a new law, effective Tuesday, that requires secret court proceedings for juveniles charged with committing major crimes.

Corianna Jenkins' court files related to the Jan. 14, 2018, stabbing of 21-year-old man on Franklin Street in Norwich will be sealed, according to court officials, because she was 17 years old when she and another man allegedly stabbed a 21-year-old man. She is charged with first-degree assault and attempted first-degree assault, and the case is being heard in New London Superior Court.

Jenkins' charges of attempted murder, assault, robbery and other crimes in connection with the Oct. 16, 2018, shooting and stabbing of a Windham man will be tried publicly, since she was 18 when the alleged crimes occurred.

Under Public Act 19-187, which lawmakers passed unanimously during the final hours of the Connecticut General Assembly's 2019 session, court appearances and trials for juveniles ages 15 to 17 will be conducted in secret in cases that were transferred from juvenile court to adult court due to the seriousness of the charges.

Jenkins is being held at the Janet S. York Correctional Institution in lieu of more than $1 million in bond.

In the Norwich stabbing case, the 21-year-old victim told police that two days earlier, he had arranged to buy marijuana from Jenkins when Jenkins was robbed while waiting to make the transaction, according to a search warrant affidavit in the case. The victim said Jenkins had texted his roommate that she would "get back" at him for the robbery. He sustained stab wounds to the face, abdomen and extremities in the alleged attack by Jenkins and another assailant, according to the affidavit. He was left with permanent scars and nerve damage to his left leg.

Jenkins, whose birthday is in March, had turned 18 by the she time allegedly carried out the Windham shooting and stabbing with 20-year-old Alex Santana of Montville.

On Oct. 16, 2018, Troop K officers were dispatched to Bricktop Road in Windham for a reported disturbance. Upon arrival, state police said they found a man who had been shot and stabbed. The unidentified victim was flown by Lifestar Helicopter to Hartford Hospital. He survived.

In addition to the cases, Jenkins has pending charges of marijuana possession, third-degree assault, disorderly conduct, evading responsibility, traffic offenses including driving with a suspended license, interfering with police and breach of peace.
