Todd Fellows, 50, of 29 Orr Street, Unit 2, was charged Tuesday with second-degree failure to appear in court.

Ryan Major, 30, of Willimantic was charged Tuesday with second-degree failure to appear in court.

Stephanie Pepin, 34, of 36 Cliff Street, Unit 1, was charged Wednesday with second-degree failure to appear in court, possession of drug paraphernalia, unauthorized possession of narcotics and possession of more than a half-ounce of marijuana.
