Paul Arroyo, 18, of 58 West St., was charged Wednesday with first-degree failure to appear in court, second-degree failure to appear in court, possession of a controlled substance, interfering with police, third-degree larceny, possession of drug paraphernalia, reckless driving, possession of liquor by a minor, driving a motorcycle without endorsement and failure to insure a motor vehicle.
