Police: Man sought in 2020 Norwich murder arrested

Norwich — A man who was wanted in a fatal shooting here last year has been arrested in North Carolina and returned to Connecticut, city police said in a news release late Tuesday night.

Phillip C. Wise, 40, with a last known address of 37 Lake St., Norwich, faces a murder charge, police said.

Officers responded to a reported shooting July 21, 2020, on Lake Street, in which 39-year-old Anthony Lashawn Williams was killed. Police identified Wise as a suspect during the investigation and maintain that the shooting appeared to be a targeted attack against Williams.

Wise, who was known to have connections to surrounding states, fled the area after the shooting, police said. An extraditable warrant was approved for him on July 24.

For months, Norwich detectives have worked with the U.S. Marshals Service to apprehend Wise, police said in the release. He was captured in January in North Carolina, where he was held at the New Hanover County Sheriff's Office Detention Facility as a fugitive until he waived extradition on Feb. 15, the release said.

On Tuesday, he was transported back to Norwich, where he is being held in lieu of a $1.5 million bond and is scheduled to be arraigned Wednesday in Norwich Superior Court. No further details were immediately available, as the warrant was sealed.

Norwich police continue to ask anyone with information about the shooting to contact Detective Dennis Bialowas at (860) 886-5561, ext. 3157, or dbialowas@cityofnorwich.org, or submit information via the department's anonymous tip line, (860) 886-5561, ext. 4.
